According to the message, the respective initiative in contained in the draft resolution of the management board of the central bank On Introducing Amendments to Some Regulatory Acts of the National Bank of Ukraine, the text of which is published on the regulator’s website for public discussion, interfax reports.

According to NBU data, the document was developed in compliance with requirement of the laws On Electronic Fiduciary Services and On Introducing Amendment to Some Legislative Acts of Ukraine regarding Creating Economic Prerequisites for Strengthening Child Rights Advocacy for Proper Care.

The draft document also regulates the procedure of using electronic signatures in electronic documents, including the electronic accounting documents.

In addition, the draft document cancels the regulation on submitting to the bank the card with sample signatures of individual entrepreneurs, individual professionals and individual nonresident investors.

The draft resolution also granted the right to the authorized employee of the bank to certify the power of attorney of the individual entrepreneur for operating the current account by authorized persons, if such power of attorney is drawn up in the bank (in presence of the account holder and his fiduciaries), as well as it is permitted to use the escrow account while conducting the property sale and purchase transactions and crediting the national currency, obtained on the territory of Ukraine, to the current account of the individual nonresident, through the electronic legal tender, imported in compliance with the legislation of Ukraine, issued by the nonresident bank, through ATM/payment terminal of the authorized bank.

The draft law proposes introducing amendments to the Instruction on Procedure of Opening, Using and Closing Accounts in National and Foreign Currencies, approved by NBU Board resolution dated 12 November 2003 №492, the Regulation on Procedure for Deposit Transactions between Ukraine’s Banks and Legal and Physical Persons, approved by NBU Board resolution dated December 3, 2003, №516 and the Instruction on Cashless Settlements in Ukraine in National Currency, approved by NBU board resolution dated January 21, 2004, №22.

NBU will accept remarks and proposals to the draft law by 24 October 2018.
