To pay for car parking by mobile phone

The changes proposed by the Ministry of Regional Development, Construction and Housing & Utility Services of Ukraine to parking regulations are about a pay-by-phone parking. At the meeting held on June 25, 2014 the government adopted the parking regulations that enacted the payment for parking by mobile phone, the press-office of the ministerial department reports.

The Ministry explains that car owners have paid for parking so far to operators, through parking meters, parking entry/exit terminals or by acquiring car park vouchers. However, in the experts’ opinion, self-governance bodies and utility enterprises are complaining it is much money their budget lack for that is necessary to spend for purchasing parking equipment - parking meters and parking terminals. Moreover, the payback period for such equipment is rather long.

According to the Ministry’s summary, some figures show that today there is a need for installing about 21000 parking meters and terminals which price on average is UAH 30 thousand, what will make up UAH 63 million budget funds in total. 

But another way to pay for parking via mobile phones or other similar devices will not require pouring of budget money. In addition, this method of payment for car parking if being implemented, according to the preliminary estimates, might bring additional funding for local budgets amounting to approximately UAH 500 million (as of today it makes up UAH 85 million). These funds, in the experts’ opinion, can be spent on development of road infrastructure.
