The law on banned use of anonymizers for entering the blocked Internet resources comes into force in Russia.
The document, signed by Vladimir Putin in July, obligates the owners of anonymizers and VPN services to block access to the resources, blacklisted by the Roscomnadzor; otherwise they will be blocked. The search engine operators should turn off the display of links to blocked resources, RIA News writes.
According to Roscomnadzor, about 86 ths sites are blocked on a permanent basis. The data about drugs, suicide, online casino, explosives and child porn were posted on most of these resources. Meanwhile, the black list includes only 1.8 ths unauthorized resources. Not more than 7-10% of Russians evade the blockings, according to Head of Department Alexander Zharov.
As Deputy Minister of Communications Alexei Volin considers, the ban will reduce the number of users of anonymizers and VPN services, however will not fully eliminate the problem. Meanwhile, Internet ombudsman Dmitri Marinichev considers that it is impossible to implement the law.
The private individuals and companies often use VPN-services and similar technologies to protect the transmitted information. Head of State Duma Committee for Information Policy Leonid Levin noted that the document contains a clause for encryption of the networks of legal entities, using these services for corporate services.
The Internet Development Institute (IDI) noted that before the approval, the law was revised as per the requirements of the industry.
