The Ministry of Agrarian Policy and Food calls for reduction of permits and business simplification

On March 5 Minister for Agrarian Policy and Food Ihor Shvaiko conducted a meeting with the representatives of the European agrarian businesses and a number of Ukrainian professional associations in this field. In particular, in his introductory speech Chair of the MAF enumerated top-priority issues adding that the Ministry is going to submit proposals to the Cabinet of Minister of Ukraine, the MAD’s press-office reports.

«In the recent five years this is the first ever government that will follow the action plan endorsed by the Verkhovna Rad of Ukraine. This clear and laconic program was devised by the Ministry of Economy of Ukraine along with the European partners, consulting companies and representatives of many sectors of the civil society», - Ihor Shvaiko said.

Mr. Shvaiko added that the government institution he chairs seeks to reduce a number of authorization documents and permits as much as possible that will enable to destroy corruption schemes. Thus, in particular the Verkhovna Rada adopted the enactment, pursuant to which 20 out of 44 authorization documents were abrogated. However, according to Mr. Shvaiko, the Ministry of Agrarian Policy and Food will act as a regulator in the sphere of agriculture, and stands to carry out an open dialogue.

«I’d like to held regular consultations to facilitate exchange of experience, best practices and take into account wishes of business. I hope that together we will find a regulatory compromise that can help ensure normal conditions for development of the agricultural sector», - Ihor Shvaiko said.

During the candid dialogue the participants reached a consensus, the joint stance they had was to liberalize the process of certification of services for storage of cereal and by-products (certification of grain elevators), as well as their quality control certification. 

Moreover, the representatives of business raised a question about administrative restrictions applied by some regional authorities on move of grain crops and oil-bearing plants outside of their regions. Mr.Shvaiko considered these measures to be unlawful assuring that the Ministry will keep this situation under control, and act correspondingly in the said cases.

The participants also discussed appropriateness of the concept suggested by the Guarantee Fund regarding fulfiment of obligations upon grain warehouse receipts, added value tax imposed on export of grain and seeds of industrial crops.

Other urgent pressing issues for the agrarian sector were debated, too. In particular, avoiding of delays at registration of new kinds of plants and interpretation of regulatory contradictions relating to threshold values for GMP in seeds, etc.. Each participant proposed own solution to these problems.
