A top priority issue is process automation
The Customs Department at the Ministry of Revenue and Duties of Ukraine has defined the main prospects of streamlining the risk management system while making customs clearance of goods being imported, the press-office of the ministerial department reports.
Given that, the building of an efficient system of risk management envisages an entire series of events, in other words, actions, including mandatory preliminary notification of carriers, spread of an electronic declaration, forming of the institute of authorized economic operators, move of emphasis laid on fiscal risks, including customs value, to solving the issues ensuing after the customs clearance, implementation of up-to-date IT –solutions in the sphere of customs control, with automated release of goods, among other things.
«The maximum possible automation while making managerial decisions regarding types and scope of customs control measures, minimization of “human factors” - are matters of high priority aimed at improving the risk management system, - Deputy Minister for Revenue and Duties Vitaly Naumenko said, enumerating the system’s core tasks, - the risk management is a tool that enables maintaining a balance between simplification of the customs procedure and ensuring a duly monitoring».
