Proposals to the Verkhovna Rada
The National Bank of Ukraine is going to submit a proposal to the Verkhovna Rada to ban pre-term withdrawal of funds deposited in the bank account, Chair of the NBU Valeria Gontariova said, RBK-Ukraine (РБК-Україна) reports.
“Another issue we are discussing to further submit for consideration of the new Verkhovna Rada is about deposits, actually, the money placed for a set period of time being term deposits. The reason why the NBU regularly introduces restrictions on withdrawal of the funds lodged in the bank accounts is obvious. It is because any deposit today appears to be a demand deposit”, - Chair of the NBU said.
“This is not a moratorium. You cannot just collect your funds before the expiry of the term. You can merely choose not to place the money for a term. For example, if you take out a loan for a year, nobody will demand from you to return it tomorrow. Unless we balance the system, we’ll have absolutely unbalanced structure of assets and liabilities in the banking system. We want to introduce changes to the civil code. Afterwards nobody will complain about the NBU banning the preterm repayment”, - she said.
