General fund revenues in local authorities’ budgets in January-June 2015 amounted to UAH 44.6 billion, exceeding by 12.2 billion, or 37.7% the figures in the same period of 2014, as has been posted on the portal of the Ministry of Finance.
According to the latest data available on the Ministry’s website, the annual revenues target plan for the first half of the year reached 60.7%. The Ministry of Finance adds this data excludes the areas temporarily out of control of the Ukrainian authorities.
The ministry specifies that receipts from the personal income tax increased by 16.2% - up to UAH 23.6 billion, from the land tax - 25.9%, up to UAH 6.6 billion, while annual plans fulfilled 54.3% and 57.4%, respectively.
New additional excise tax of 5% yielded UAH 3.2 billion to the local budgets, real estate tax – UAH 274.7 million, compared to UAH 226.2 million projected in the annual plan.
The document says that most of the excise duties were paid by dwellers of Kyiv and Kyiv oblast – UAH 147.4 and UAH 136.4 per person, respectively, with national average of UAH 75.2 per person. This is followed by frontier areas - Zakarpattia, Lviv, Odessa and Volyn oblasts, where this figure varies from UAH 109.8 to UAH 87.3 per person, and Donetsk and Luhansk oblasts rounded out the list with UAH 25.4 and UAH 13.7 per person, respectively.
Residents of Kyiv and Kyiv oblast paid the most in property tax to the local budgets - UAH 69.5 million, or around a quarter of total revenues.
