The Ministry of Justice, Ministry of Interior and NAB sign a memorandum of cooperation and database access

The memorandum on cooperation and data exchange was signed on July 27 between the Ministry of Justice, National Anti-Corruption Bureau and Ministry of Interior in order to consolidate efforts in preventing, detecting, curbing, investigating and disclosing corruption offenses, the government press-office reports.

The memorandum was signed by Minister of Justice Pavel Petrenko, Head of the National Anti-Corruption Bureau Artiom Sytnik and Interior Minister Arsen Avakov.

Jan Tombinsky, Chairman of the EU Delegation to Ukraine, Ambassador, present at this event accentuated that the purpose of this Memorandum is to unite various institutions and provide an access to key information to counteract such negative phenomena as corruption.

In turn, Justice Minister Pavel Petrenko said that newly created bodies such as the National Anti-Corruption Bureau and the National Police should have an easy access to all required information, because now the search of any information, for example, about an official who violated the law is made online.

«Today, the Ministry of Justice is a body that holds the largest number of registries, signed, upon a joint decision, the memorandum on access to all databases and information that we have, enabling newly recruited detection managers at the National Anti-Corruption Bureau as well as investigators, who will work for the National Police, to use this information,” said the Minister of Justice. He added that signing of the Memorandum is the first step to join efforts in the fight against corruption. «According to this memorandum, in the coming months, we will fruitfully cooperate in carrying out training to give newly hired investigators and police-officers an access to the Ministry of Justice’s registers,» - said Pavel Petrenko. At the same time, he called on the National Fiscal Service and the Ministry of Agrarian Policy and Food to provide the access to their databases.

Interior Minister Arsen Avakov emphasized that signing of the Memorandum gave shape to the cooperation strategy between the three departments: the two ministries and the National Anti-Corruption Bureau. «This step made today marks the start of the important practical work we can do together,» - said the Minister of Internal Affairs.

Head of the National Anti-Corruption Bureau Artiom Sytnik thanked the Ministry of Justice for the access to its databases. «I, as an investigator, can tell that an investigator has spent a month and even more to collect the information contained in these registries. Now, given that a direct access is given to the databases of other ministries except the Ministry of Justice, it will take only 5 minutes. The effectiveness of the pre-trial investigation will significantly increase, thus the results anticipated from newly formed anti-corruption bodies by the public will be achieved,» underscored Artiom Sytnik.
