The Verkhovna Rada introduced amendments to the laws of Ukraine in the sphere of public procurement, relating to their compliance with international standards. 251 deputies voted for the relevant decision, Correspondent (Корреспондент) reports.
After voting the Minister of Economic Development and Trade Aivaras Abromavicius stated that amendments to legislation will allow us to save UAH 50 billion per year.
Specifically, by this document it is proposed to strengthen the transparency of tenders in the sphere of public procurement via: the removal of a ban to disclose the content of submitted bids; the review of the content of the document, containing price information; the disclosure of the Protocol on Competitive Bidding Assessment, and also the settlement of questions relating to the application of norms for appealing procurement procedures in terms of prevention of deliberate blocking of the bidding.
In the meantime it is proposed to simplify the participation in procurement procedures via cancellation of the necessity for all participants to provide documents, which confirm the compliance with requirements, defined in Article 17 of the Law, to raise cost limit on application of the norm of law for procurement of goods and services in UAH 200 ths, and works – UAH 1200 ths; to raise cost limit for the application of the RFQ procedure up to UAH 500 ths; to reduce certain functions of the authorized body; to resolve conflict of laws in terms of timeframe for introduction of amendments to the bidding documentation; to settle the question of written confirmation of documents, submitted by the clients for disclosure; to offer an opportunity to introduce amendments to requests for quotations; to settle the question of procurement of services on central heating, central water supply and sewerage etc.
It is also proposed to introduce amendments regarding specification of the concept of exclusive and special rights, and also the reduction of the list of exceptions during procurement processes in different spheres of economic activity.
