New electronic system for submitting local petitions to be introduced in Ukraine

The new electronic system for submitting local petitions e-dem.in.ua, the presentation of which was held in Kyiv on October 1, is introduced in Ukraine. It is reported by the press-service of the State Agency for Electronic E-Governance of Ukraine.

As it is reported, the purpose of creation of system is to help local authorities by providing them with the complete technical solution and the package of draft local regulatory acts for ensuring performance of the norms of the Law of Ukraine on Electronic Petition dd. 02 July 2015 №577-VIII.

As per the data of State Agency for E-Governance, 13 cities of Ukraine, among which are Lutsk, Vinnytsia, Ternopil, Trostianets, Dneprozderzhynsk, Myrhorod, Dolyna, Pavlograd and others, expressed their readiness to use the unified system of local petitions in their work. Its experimental operation is planned within October 2015 on the base of the said pilot cities.

“Local petitions are the significant examination for democratic maturity for local authorities as well as local communities. The experience of petition to the President of Ukraine showed a great demand in this instrument among citizens. Soon the petition will start working in the cities of Ukraine, and the citizens of the relevant communities will be able to personally influence local management decisions with the help of efficient and democratic method,” – said the Head of the State Agency for E-Governance Alexander Ryzhenko.

As it is noted, the system is created within the framework of the program “E-governance for Accountability and Participation” (EGAP), financed by the Swiss Confederation and performed by the funds “Eastern Europe” and InnovaBridge together with State Agency for E-Governance. The system of local petitions will allow to ensure the single high quality level of the provision of services on submitting electronic petitions to citizens by local authorities. As per the opinion of program partners, the implementation of the quality unified system will help the cities to save funds and allocate them for solving major problems of local communities.

The creation of the system of local petitions is one of the components of EGAP program. Its target regions are Vinnytsia, Volyn, Dnipropetrovsk and Odessa regions. The program is oriented for 2015-2019 and aimed at the use of the latest information and communication technologies (ICT), which will help to improve the management quality and interaction between authorities and citizens and promote development of social innovations in Ukraine. Among the major tasks are the formation and implementation of the best standards of e-governance and innovation practices for quality improvement of services and access to information for citizens, the increase of transparency and reporting to authorities due to application of new technologies, strengthening of the role of the civil society and the promotion of electronic democracy. The program will also contribute to the inclusive dialogue on the formation of e-governance and e-democracy, taking into consideration the interests and needs of the regions.
