The President of Ukraine Petro Poroshenko has imposed veto on the law “On Reforming State and Communal Print Mass Media” and submitted his proposals, RBC-Ukraine reports.

“The Law of Ukraine “On Reforming State and Communal Print Mass Media”, adopted by the Verkhovna Rada of Ukraine on the 24th of November, 2015, cannot be signed”, the message says.

As it is reported, one of the reasons for vetoing is the fact that the law does not stipulate obligations of reformed state and communal print mass media on keeping the language of the edition.

“Such approach can result in the risk of reduction of the number of editions in Ukrainian. Under the conditions of informational aggression the issue on protection of the language and information space of Ukraine is of key importance”, the message says.

In addition, it is reported that the law stipulates that print mass media, which carry out official publication of the regulatory and legal acts of the President of Ukraine, and also the mechanism of realization of regulations on official publication and coming into force of such regulatory and legal acts, are defined by the law. (the second part of the article 1). This provision of the Law comes into force since the 1st January 2016.

“In order to prevent the occurrence of legislative uncertainty in the issue of the procedure of official publication and coming into force of the orders of the President of Ukraine since the day of coming into force of the mentioned provision of the law (from 1 January 2016) I propose the second part of the Article 1 of the Law, submitted for signing, to dedicate exclusively to the issues of determination of the sphere of operation of law”, the report says.

Therefore, Poroshenko proposes to introduce amendments, according to which the law does not regulate the time of coming into force of regulatory and legal acts.
