The individuals, who have not submitted the transparency return, are subject to bringing to disciplinary responsibility.

The transparency return campaign 2015 has started, the press-service of the General Prosecutor’s Office reports.

“The transparency return is submitted as per the procedure, set by the article 12 of the Law of Ukraine On Basic Principles of Prevention and Counteraction of Corruption”, which is valid till the start of work of the system of submission and promulgation of transparency returns of individuals, authorized to perform functions of state and local self-government in accordance with Final Provisions of the Law of Ukraine On Prevention of Corruption”, the message says.

The General Prosecutor’s Office notes that while specifying the data on place of residence of the declarant it is required to specify the place of registration together with the place of actual residence (if these addresses do not coincide) as well as apartments, houses, in which the declarant resides within the right to use (relatives, acquaintances, friends etc).

In order to obtain precise information on the amount of received revenues for the previous year it is reasonable to personally apply with the relevant request for obtaining the certificate according to 1DF form at the state tax inspection at the place of registration (it takes 2 weeks to obtain such certificate), and in case of obtaining the pension by the declarant – to the branch of the pension fund of Ukraine at the place of registration.

In addition, it is recommended to obtain certificates from the bank for confirmation of made payments and received revenues under deposit/loan bank agreements. Meanwhile, it is necessary to separately specify the loan (deposit) principal and accrued interests.

The interests, accrued to the declarant (depositor) for amounts, which he deposited to his deposit bank accounts as well as interests, accrued by the non-state pension funds for personal pension accounts under the conditions of supplementary pension agreements (at the expense of investment revenues, received by non-state pension funds as the result of management of financial resources of depositors), are accounted based on the bank statement or the corresponding non-banking financial institution.

The institution emphasizes the necessity to specify in the declaration the declarant’s availability of corporate rights and property rights for enterprises, companies, firms etc, which can be checked in the Unified State Register of Legal Entities and Individual Entrepreneurs on the site of the Ministry of Justice (free access).

The information on registered material rights for immovable property can be obtained from the State Registers of the Rights for Immovable Property on the site of the Ministry of Justice of Ukraine (free access).

It is recommended to clarify the validity of information about transport vehicles at the institutions, where they are registered, taking into account the previous and current registration or through obtaining the statement from the Unified State Register of the Ministry of Internal Affairs (free access).

It is noted that the individuals, who did not submit the declaration or knowingly submitted the invalid data in the transparency return, are subject to bringing to disciplinary responsibility in accordance with the law.

It should be reminded that the next plenary week the Verkhovna Rada of Ukraine will introduce amendments to the Law On Electronic Declaration, which will start on March 15, BPP Leader Yurii Lutsenko said.
