Prime Minister Volodymyr Groisman states that the professional public service will be formed in Ukraine since May 1, UNIAN reports.

Groisman told it in his video message to Ukrainians, posted in Facebook.

“Since May 1 we will implement a new law on public service. I would like the public service to be professional. And we need to do so many things, someone probably tried to persuade us to postpone the implementation of this law. No – since May 1 we will start to form the real professional public service in Ukraine”, - Groisman said.

The Prime Minister said that in spite of a large number of problems in the state, he has a reserved optimism regarding the fact that the government will manage to sort out the mess in Ukraine and implement necessary reforms.

As UNIAN reported, previously Groisman claimed that he considers it unacceptable to postpone the coming into force of a new law on public service since May 1, Prime Minister said during the first meeting of a new composition of the Cabinet of Ministers on Wednesday.

“There should be no postponements. This law was passed, we should implement it. It’s clear that as in the case with any new law, technical changes may take place. Probably, but this will be during the implementation of this law. I would like to ask to report this information to people’s deputies, on the unacceptability of postponements”, - he said.

The Head of the National Agency of Ukraine on State Service Alexander Vashchenko, who attended the government meeting, noted that the Cabinet of Ministers fulfilled its obligations on preparation for implementation of the law on public service.

In early January President of Ukraine signed the law on public service, approved by the Verkhovna Rada, which comes into force since May 1, 2016.

The coming into force of the law on public service reform will allow the government to conduct negotiations with the European Commission on creation of the special fund for financing additional payments to Ukrainian payments.

The law on state service stipulates, in particular, that state officials will be appointed as per the competition, and the possibility of ministers to influence staffing policy of the Ministry is limited.

The Deputy Chief of the Presidential Executive Office Dmitrii Shimkiv claimed that the adoption of the law on public service was one of the requirements for Ukraine’s obtaining the macrofinancial aid in the amount of EUR 600 mln from the European Union.
