Since September 9, the supplies of diesel fuel to Ukraine were stopped in connection with the decision of Federal Service for Technical and Export Control (FSTEC) to annul most previously issued permits to exporters, several DF importers confirmed this information to OilNews.
“Since Friday most permits, previously issued to FSTEC, were annulled. The supplies were stopped. The Ukrainian companies urgently submit documents for unblocking the Russian import. The Russian suppliers do not have any information on the reasons of such regulator’s actions”, one of the importers of Volgograd fuel noted.
The Russian resource holders sent the relevant notification about the FSTEC’s decision to most Ukrainian partners.
Currently, it is reliably known about the stoppage of supplies from Russia’s Lukoil. Meanwhile, there is no information confirmed on the situation with supplies through oil product pipeline “Prikarpatzakhidtrans”.
According to one of large importers, the preliminary information on the possible stoppage of supplies appeared at the beginning of the week. “The supplies of already contracted resource are continuing. However, new consignments are not shipped”, the interlocutor said.
According to OilNews, as per results of the first half of 2016 the share of Russian supplies of diesel fuel made up 32% of the total import (42.5 ths tn) on Ukraine’s market. In July and August, the supplies continued to grow through oil product pipeline with shipment from Novograd-Volynskyi as well as by railway transport.
