Cabinet of Ministers Wants to Attract Nearly USD 1 Bln Loan for Roads

The Cabinet of Ministers plans to attract about 1 billion of loan funds from international financial organizations, in particular, World Bank, for development of country’s economy in 2017, Deputy Minister of Finance Serhei Marchenko said in the interview to UNIAN.

“The main budgetary priorities were announced by the Prime Minister and regard to education, healthcare, defense and security, infrastructure, agricultural and industrial complex support. In particular, it is the road fund, amounting to UAH 14 mln from the budget, plus loan funds of international financial organizations, amounting about USD 1 billion”, Marchenko said.

He noted that the State Agency of Motor Roads of Ukraine (“Ukravtodor”), which is the main budget holder of funds for repair and construction of roads, does not have any regard to administration of excise duty for oil products.

In this regard, according to Marchenko’s opinion, it will be more reasonable to introduce the medium-term budget planning for 3 years, which is suggested by the Ministry of Finance, and which will allow rhythmically allocating amounts, clearly defined in the state budget for repair and reconstruction of roads.

“If they introduced it (medium-term budget planning), then the need in creating any special funds would disappear. Everything will be financed through the general fund of the state budget”, he said.

“If we had the medium-term budget planning, then we would be able to say that next year we will allocate UAH 14 billion for roads, in a year – UAH 20 billion, in two years – UAH 25 billion. This will be enough to remove the item on creation of special fund from the agenda”, the Deputy Minister of Finance summarized.

As it was reported, on March 29, due to insufficient number of deputies’ votes, the Verkhovna Rada rejected the draft law on creating the road fund for financing the repair and construction of motor roads of Ukraine.

Previously Minister of Infrastructure Volodymyr Omelian specified that the draft law on the road fund, developed with the help of people’s deputies, will be submitted for consideration to the Verkhovna Rada in October, in order to pass this document by the end of the current year.

According to government estimates, the amount of road funding level in 2017 will be not less than UAH 14 billion, not taking into account the funds of international financial organizations.

In total, according to Prime Minister Volodymyr Hroisman, in 2017 the government plans to allocate UAH 30-40 billion for the repair and construction of roads in Ukraine.
