The Ministry of Finance initiates the full automation of VAT refund and creation of the unified register instead of two, according to the presentation of Minister of Finance Alexander Danyliuk for the session of the National Reform Board, Ukrainian News reports.
In particular, as part of the upcoming tax reform the Ministry initiates: creation of the unified public register of applications for VAT refund instead of two; full automation of VAT refund process (denial of refund, based on the opinions of the Fiscal Service for State Treasury); refund exclusively based on the data of the unified register of applications for VAT refund.
In addition, it is proposed refusing from termination of agreement on acknowledgment of electronic documents, introduction of procedure of cessation of registration of tax invoice with the clear algorithm of actions of SFS employees as well as taxpayers.
In the meantime, it is initiated to ban taking tax loan for good faith taxpayers and acknowledge the tax invoice, registered in the Unified Register of Tax Invoices, as the sufficient basis for formation of tax loan.
