The National Anti-Corruption Bureau initiates the criminal proceeding against the temporarily acting  chairman of State Service of Geology and Mineral Resources Nikolai Boyarkin, according to the court ruling of Solomenskyi Disctrict Court.

The proceeding was initiated on October 18.

The investigation established that during the period between 1999 and June 30, 2016, Boyarkin obtained income, totaling UAH 1.166 mln, his wife (since 2013, he works as the Head of Financial Operation and Housekeeping Department of the chief account of the Ministry of Economy) earned UAH 1.207 mln, mother (owner of Neonnila PE) – UAH 122.81 ths.

In 2012-2016, Neonnila PE submitted tax declaration of a legal entity single tax payer with zero indices.

In total, for the specified period, Boyarkin’s family (including his wife and mother) obtained income, amounting to UAH 2.496 mln.

Meanwhile, according to pre-trial investigation materials, the aggregate cost of the assets, acquired by Boyarkin during the period from October 2015 to February 2016, registered in the name of his mother, was UAH 6.2 mln.

In particular, in October 2015, Boyarkin’ mother purchased Toyota Camry,  2015 year of manufacture, worth not less than UAH 710.8 ths, and in January 2016, she registered three-room apartment with total area of 109.3 sq.m, worth UAH 4.859 mln, and 2 car spaces, amounting to UAH 660 ths.

According to arguments of detectives, in order to make Boyarkin’s criminal actions look lawful, on December 18, 2015, his mother concluded the loan agreement with an individual for UAH 7 million, for 5 years, at 3% per annum.

“The purpose of obtaining these funds is the acquisition of the above-mentioned three-room apartment and two car spaces. Meanwhile, fearing to be caught by law enforcement bodies while committing criminal actions, they did not have the specified agreement notarized”, according to the judicial document.

NABU doubted that this loan and acquittance were genuine and (as of December 18, 2015), as Dnipro was indicated as the place of registration of the individual, who provided money to Boyarkin’s mother, however Dnipropetrovsk was renamed by the Verkhovna Rada as Dnipro on May 19, 2016.

The Cabinet of Ministers reportedly appointed Boyarkin as the temporarily acting chairman of the State Service of Geology and Mineral Resources on January 23, 2015.

Previously Boyarkin occupied the position of the Head of the Department of Organizational and Analytical Work and Human Resources Management of the State Service of Geology and Mineral Resources.
