The deputies increased the amount of state subventions to local budgets.
The Verkhovna Rada of Ukraine introduced amendments to the state budget 2016 and increased the amount of state subventions to local budgets for provision of benefits and housing subsidies, amounting to UAH 4.4 bln, as UNIAN reports.
277 people’s deputies with 226 required voted for the relevant draft law on introduction of amendments to the state budget 2016 (№5502), prepared by the group of people’s deputies.
“The analysis of actual consumption of housing and utility services demonstrates the significant growth of the amount of expenses for provision of benefits and housing subsidies to people for payment of housing and utility services. As a result, the amount of the above-mentioned subvention, included in the state budget, is not sufficient for reimbursement of expenses to service providers”, as it is said in the explanatory note to the draft law. It is proposed to increase the revenues of the general fund of the state budget by UAH 4.360 bln through anticipated over-fulfillment in terms of net profit or income of business organizations, public unitary enterprises or their associations by UAH 2.050 bln, and duties on obligatory state pension insurance from specific types of business transactions by UAH 2.310 bln”.
During the discussion of the draft law, the parliamentarians noted that the government should have submitted such documents; however, as the Cabinet of Ministers did not issue any initiatives, the parliamentarians used their right of legislative initiative and passed the relevant decision. In general, the Cabinet of Ministers included in the budget 2016 the amount of subventions to local budgets for provision of benefits and subsidies, amounting to UAH 40.2 bln.
