The Cabinet of Ministers approved the strategy of reforming the system of the State Emergency Service of Ukraine, UNN reports, quoting the press office of the government.
«The adoption of this decision will contribute to creation of the modern effective system of emergency and fire prevention», according to the message.
As reported, in compliance with the strategy, within three years, the new fire rescue units (fire stations) will be created and the existing fire rescue units (fire stations) of the local and voluntary fire protection in the united territorial communities will be reformed. In addition, the technical re-equipment of the State Emergency Service of Ukraine with new technologies has already been initiated, according to the press office.
«The specified document regulates the assignment of responsibility on the local self-governing authorities for fire security of cities and territories. From now, namely the local self-governing authorities should stimulate citizens to join local fire security, voluntary fire (emergency) brigades. In regions, the formation of voluntary movement in the sphere of social security, the training of voluntary firemen and inclusion of them into emergency and fire response forces are being introduced», according to the message.
It is reported that the responsibility of business executives will be strengthened for violation of the fire and technogenic safety with introduction of influential administrative sanctions.
«It is expected that the realization of the strategy, designed for three years, will ensure the sufficient level of security of the population, protection of territories, economic entities from natural and technogenic threats, will raise efficiency of the functioning of civil security forces», according to the message.
It is stipulated that the measures, envisaged by the strategy, will be financed through state and local budgets, within the expenses, envisaged by the chief treasurer for the relevant year as well as with attraction of other legal sources, including the international technical aid.
