The Ministry of Social Policy of Ukraine, with assistance of the World Bank, started the pilot project on employment of the unemployed government social aid receivers and internally displaced persons, according to the press office of the Ministry of Social Policy of Ukraine, EP reports.

As noted in the message, the pilot project “Helping Hand” will be realized in three regions of Ukraine – Kharkiv, Poltava and Lviv.

“The main purpose of the project is to bring disadvantaged families and internally displaced persons out of the poverty through the assistance in employment and organization of their own business”, according to the message.

“The active use of mechanisms of the privileged employment of the disadvantaged, stipulated by the Law On Employment; its provision of temporary employment through paid public works as well as the provision of no-interest loans for the beginning of its own business”, the press office adds.

Head of State Social Aid Department of the Ministry of Social Policy of Ukraine V. Muzychenko emphasized that the no-interest reimbursable financial assistance for participants of the pilot project will be provided through payment of the invoice for acquisition of equipment and materials.

“The average amount of aid for opening business during the performance of experiment will be more than UAH 60 ths, which should ensure the wide choice of small business spheres for the start to new entrepreneurs. The state budget for 2017 provides the allocation of UAH 20 mln for realization of the pilot project”, he added.

As noted, as per the results of realization of the pilot project, which will be completed in 2018, the draft law on distribution of successful experience all over the territory of Ukraine will be developed.

The Ministry of Social Policy expects that the implementation of new mechanism will allow to significantly reduce the unemployment rate in the country, reduce the social pressure in those regions, where the employees are downsized due to the decline in production, create new jobs and increase budget revenues of all levels.
