The Ukrainians, who installed solar power stations, lost around 1.44 million hryvnias due to the edition “Governmental Courier”, Economic Truth reports.
As known, the Law on National Energy and Utilities Regulatory Commission (NEURC) requires publishing the regulator’s orders in “Governmental Courier” within 15 calendar days after the approval. After such publication, the regulator’s decisions come into force and are subject to fulfilment.
However, the edition allows itself to disregard deadlines for publication of NEURC decisions and does it selectively. In practice, such delays may cause significant losses for market players and the state.
For example, this happened with the publication of NEURC’s order №428, which set new “green” tariffs for private households.
This document was approved and published on its site on March 30; however, the wording of the order №428 did not appear yet in the printed version, which caused losses for citizens, amounting to about UAH 1.44 million.
During the preparation of the material, the regulator’s head Dmitri Vovk also spoke on the problem of absence of publication of decisions of the commission in the Governmental Courier. According to him, on June 14, 32 orders remain unpublished, out of which 20 anticipate publication more than two weeks, and some – more than 100 days.
