The counterpart of the green card may appear in Russia.
The Ministry of Communications and Mass Media of the Russian Federation proposes introducing the Russian counterpart of the green card from 2019, Correspondent.net reports quoting Izvestiya newspaper and the draft program “Digital economy”, submitted for approval to the relevant agencies before May holidays.
The green card will give the highly qualified foreigners of the Russian origin, speaking fluent Russian, the right to enter Russia and work on its territory.
According to the internet ombudsman Dmitri Marinichev, the introduction of the card will be useful for Russia, but its efficiency would be higher if it were implemented several years ago.
In early 2017, Deputy of State Duma Vladimir Sysoev announced about the development of the draft law, which introduces the notion of the “Russian card”. Its owner would obtain the right for a range of benefits –getting a job in Russia, free education, medical aid etc. Former USSR citizens or their relatives would be able to obtain “the Russian card”. However, the draft law has not been introduced to the State Duma.
