The parliamentarians have supported a draft bill

In the first hearing the parliamentarians supported draft bill № 3237 On Changes to Some Legislative Enactments in Ukraine as regards description of powers and authorities notaries public have, and particularities of registration of derivative rights on agricultural plots of land». 261 parliamentarians voted in favour of this decision, RBK-Ukraine РБК-Украина reports.

Pursuant to the explanatory note, the draft bill envisages refinement of the registration procedures for derivative rights on agricultural plots of land and ensuring an access of notaries public to the National Land Cadastre’s data stored on electronic (digital) media.

In particular, the draft bill proposes to enter changes to Law On Notarial System and On National Registration of Proprietary Interest in Immovables and Encumbrances, according to which a notary public can have an access and use the Land Cadastre.

Besides, the national registration of the derivative rights on agricultural plots of land, on which the proprietary right has been accrued and documented according to the procedure till January 1, 2013, will be made simultaneously with registering the proprietary right on such a land plot.

Moreover, the draft bill envisages responsibility for violation of registration regulations on proprietary rights to movables and their encumbrances set out in the Administrative Offences Code of Ukraine.

However, during the discussion at the session hall the parliamentarians noted the draft bill does not envisages what officer will be in charge of drafting an administrative offence report, thus the parliamentarians should stipulate these norms in the final variant of the document to prepare it for the second hearing.
