The Cabinet of Ministers of Ukraine proposes the Verkhovna Rada of Ukraine to lower value threshold for duty-free import of goods to Ukraine by air from EUR 1 ths to EUR 430 and by road from EUR 500 to 300 starting from 2017. The corresponding draft law №3470 on Introduction of Amendments to Tax Code of Ukraine regarding Specifics of VAT Taxation of Operations of Goods Import to the Customs Territory of Ukraine by Individuals in cabin baggage and/or in accompanied baggage was registered in Parliament on the 13th of November, RBC-Ukraine reports.
It is reported that the purpose of the draft law is the fulfillment of the Ukraine-European Union Association Agreement in terms of introduction of provisions of Directive № 2007/74/ЕU into national legislation.
Thus, the document proposes to introduce corresponding amendments to Article 191 and 196 of the Tax Code on setting a value threshold for the import of goods by citizens without VAT taxation in cabin baggage and/or in accompanied baggage at the level of 430 euros through checkpoints, opened for air and maritime traffic, and at the level of 300 euros – through other checkpoints.
