The Verkhovna Rada of Ukraine has simplified the procedure for creation of farms. The corresponding draft law №2028а ”On Introduction of Amendments to Certain Legislative Acts of Ukraine regarding Regulation of Separate Questions of Legal Status of the Farm” has been endorsed in the first reading by 280 parliamentarians, RBC-Ukraine reports.
As it is reported, the shortened procedure for preparation of the draft law for the second reading has been endorsed only by 197 people’s deputies while 226 are minimum required.
The main purpose of the draft law is to promote increasing the number of new farms and their effective development through the simplification of the procedure of their creation, which will also allow to decrease the corruption level.
In particular, the draft law proposes to grant a right to create farms to all citizens of Ukraine, irrespective of having the corresponding education and experience, to legislate the status of land plots of the farms as the land for running commercial farming business.
The document also proposes to establish the sale of land plots of state and communal property and the right to them for running farming business exclusively at land auctions.
It is also planned to establish the mechanism of re-registration of the land lease right, granted to individuals and used for running the farming business, the farm as the business entity, and to clarify the terminology in respect to farming property.
