On Friday, February 12, 2016, during the meeting with media representatives the Minister of Finance of Ukraine Natalia Yaresko presented a new draft law on implementation of the institute of the authorized economic operator (AEO). According to the draft law, Ukrainian and foreign companies will be permitted to cross the border under the simplified system without undergoing customs audit. The draft law stipulates the obtaining of free and irredeemable certificates, with the help of which one can become the AEO operator. This, in its turn, will influence the reduction of corruption on customs checkpoints as well as strengthen institutional capabilities.
As part of implementation of AEO it is stipulated to obtain two categories of certificates, which the operating company can obtain one by one, or both at once.
Certificate for simplified transportation is developed for companies, focused on foreign trade (import, export).
Certificate for confirmation of reliability and safety is developed mostly for transport companies and logistics firms.
For obtaining certificates, companies should undergo several stages: to fill in the questionnaire for compliance with AEO requirements, to undergo audit at SFS (there should not be any outstanding arrears for the last three months), company personnel should include such an employee, who will control compliance of activities of the company with AEO requirements.
