However Ukraine still has no progress in the fight against corruption.
The World Bank considers the most successful reforms in Ukraine to be in financial and energy sectors, said President of World Bank Qimiao Fan.
“The authorities have shaped the right course in several spheres. For example, one of the most successful is the reform of the banking sector. There are positive achievements in changing tax regime. The achievements of government in restructuring of external debt are also worth noting. The reform of the energy sector is also important, especially gas: nobody likes the increase of housing and utility rates, but it is absolutely necessary for stabilization of economy”, - he said.
According to Fan, the reform in energy sector allowed to reduce opportunities for corruption in the gas sector.
“The levelling of gas prices for the public with market prices reduced opportunities for appropriation of utility funds by energy oligarchs. The market has been released from intermediaries, but this is the important step towards the fight against corruption. Previously the relationships “Naftogaz” –“Gazprom” were a large source of corruption. But, due to this reform, the situation changed,” – President of World Bank said in Ukraine.
He also mentioned the reform of state infrastructure, deregulation, improvement of receipt of targeted aid by the underprivileged as the successful one.
Meanwhile, he thinks that Ukraine still has no progress in fight against the corruption.
In his opinion, for having progress in this sphere the authorities should accelerate the creation and the launch of work of state anti-corruption institutions as well as strengthen legal prosecution and bringing to responsibility of corrupt officials.
He also emphasized the absence of progress in reforming the judicial system and protection of property rights of investors.
