By the resolution №364, dated 25/05/2016, the Cabinet of Ministers approved the Procedure of Informational Exchange between revenues and duties agencies, other state authorities and enterprises based on the principle of “single window” using electronic transmission facilities. The procedure extends over transactions on import to the customs territory of Ukraine of goods, which are subject to customs and other types of state control, and export of such goods beyond the limits of the customs territory of Ukraine.

In case of electronic declaration of goods the enterprise can send a message to revenues and duties agency on the decision regarding exercising sanitary and epidemiological, veterinary and sanitary, phytosanitary, ecological and radiological control with application of provisions of the Procedure.

Within 4 working hours from the receipt of electronic message and scanned documents the authorized person of the customs should take the relevant decision regarding import of the goods (on completion, waiving completion of the relevant type of control, return of load beyond the limits of the customs territory of Ukraine etc).

In case of export of goods customs officers should enter the relevant decision to information system within 24 hours.

If the official does not enter the decision on export or import within the provided time, the system will automatically form the decision on exercising the relevant type of public control, which will be the basis for completion of customs control and customs processing of the goods.

The resolution №364 will come into force on 01 August 2016.
