The Presidential Executive Office expects that e-declaration system will start fully working since September, however its testing needs to take half a year, according to the department’s information, Head of the Department of Information Policy of the Presidential Executive Office Volodymyr Horkovenko said to 112 Ukraine Channel.

“Here we have the IT specialists’ vision, a program cracking testing stage, an access for unauthorized persons, endurance test – this everything took so much time. It was developed for a half a year. Respectively, its testing will take the same time. Ideally we’d like to believe that it will work since September”, he noted.

Meanwhile, Horkovenko emphasized that the culprit of disruption of the launch of e-declaration system is not President Petro Poroshenko or other high-ranking officials, but the developers.

“The developers of the program, which should ensure full functioning of this system, failed to do their work qualitatively. They are blaming Turchinov, President, Hroisman. However, nobody tells why the developers made the leaky program, which does not allow launching declaration”, - he noted.

The e-declaration system should reportedly receive certification, because this is the main condition, on which it will help combatting corruption.

In the meantime, on August 14, at midnight the site of the National Corruption Prevention Agency opened access to the interface of e-declaration, in spite of the absence of information protection attestation, which is needed in accordance with legislation.

Meanwhile, according to the European Truth, due to the absence of information protection attestation these declarations cannot be used as the evidence in the courtroom. Consequently, the officials, who publish false information about their income, cannot be made liable.

The European Union already stated that the launch of e-declaration system with technical security certificate is the key condition.
