Former Speaker of the United States House of Representatives Newt Gingrich made unexpected statement, informBURO reports.

After inauguration on January 20, US President-Elect Donald Trump will cancel up to 70% orders, signed by Barak Obama,”Rossiyskaya Gazeta” reports quoting Fox News, where Former Speaker of the United States House of Representatives Newt Gingrich was delivering a speech.

“I believe that President Obama starts realizing that his heritage is like the tube, from which the air is leaking out, starts gradually deflating, - Gingrich said to Fox News, - His orders will be annulled by 60 or 70 percent by Trump”.

Gingrich expressed confidence that Trump will be able to push for cancellation and deferment of entry of force of even those Obama’s orders, which are subject to review and annulment due to some objective circumstances.

It should be reminded that the Republican and billionaire Donald Trump became the 45^th President of the United States. The Democratic Party, to which Barack Obama and US presidential candidate Hilary Clinton suffered defeat at the elections.

Bank Khreshchatyk Repays UAH 190 Mln to NBU

On December 19, according to the decision of the Individuals’ Deposit Insurance Fund, Bank Khreshchatyk repaid the arrears under NBU’s refinancing loan for UAH 190.457 mln, as FinClub reported.

The Fund reports that the lender’s claims were satisfied through these funds, received from repayment of holdings of internal governmental bonds of the Ministry of Finance in foreign currency, material rights, under which they were pledged by NBU under the refinancing loan on December, 2015.

On July 2, the National Bank approved the decision to revoke the banking license and liquidate the insolvent bank Khreshchatyk. The procedure of liquidation started from June 6, 2016, and will continue until June 5 2018.

NBU to Create Credit Registry in 2017

NBU will create the credit registry even before the adoption of the law.

“NBU can create registry without the law, and we, as the regulator, can make banks fill it. However, we will not be able to give information to banks from the credit registry, before the law is adopted”, Head of NBU’s Financial Stability Department Vitaliy Vavryshchuk said to FinClub.

According to him, next year, NBU will start the formation of the credit registry.

“I think that this is the question of 2017, because it is not a quick process. We already approved with banks the structure of data, which they will present to the credit registry, however, the technical realization of the project is only starting – it is required to develop the platform from scratch”, Vitaliy Vavryshchuk said.

NBU’s credit registry is the analog of private credit reference bureaus (CRB), only if CRB relies on individuals’ loans, then NBU’s credit registry is for the loan of legal entities. In the credit registry, the banks will be able to see loan servicing by their borrowers in other banks.

Vitaliy Vavryshchuk said that NBU will not require information retrospectively on current borrowers, the information about new loans will be included into the registry.

“The registry will be filled gradually, starting from new borrowers, as it is a huge new piece of work for banks. We will need to engage new people, invest in IT, databases. However, we want to create a credit registry and obligate banks to take into account the quality of loan servicing by the same borrower in different banks”, he said.

Gazprom Occupies Record EU Market Share

In 2016, Russia will deliver about 179 bln cubic meters of gasto far-abroad countries, Korrespondent.net reports.

The share of the Russian gas in the balance of far-abroad countries in 2016 reached 33.5% after 31% as per the results of 2015.

“The share of Gazprom’s share is progressively growing and almost reached 1/3 in gas consumption in Europe”, - according to Gazprom-Export’s December corporate bulletin.

According to the estimates, in 2016, Gazprom will deliver about 179 bln cubic meters of gas to far-abroad countries (after 159.4 bln cubic meters in 2015).

According to Interfax Global Energy analysts, in 2016, in Europe, the gas consumption will grow from 469 to 488 bln cubic meters, and in Turkey, it will decrease from 47.8 bln cubic meters to 45.1 bln cubic meters.

In the meantime, the European market grew by 4-5%, then, Gazprom’s gas deliveries grew by several times higher - by 13%.

As Korrespondent.net reported, previously Gazprom warned Europe about price increase. According to company executive Alexey Miller, the gas prices in the fourth quarter will increase following the raised oil rates.

Tax Police Liquidated in Ukraine

The deputies of the Verkhovna Rada approved in the second reading and in its entirety the draft law №5368 “On introduction of amendments to the Tax Code of Ukraine (for improvement of investment climate in Ukraine)”, based on which the tax police is liquidated and it is envisaged to create the unified VAT register, the correspondent of ubr.ua reported on December 26.

240 deputies spoke out for adoption of these documents. Currently, the document has been submitted for signature of the President. Experts commented on the approved draft law. According to company’s senior lawyer Inna Rudnyk, except for multiple clarifying moments, such as determination of deadlines for auditing, introduction of tax holidays for certain categories of business entities and improvement of VAT electronic administration, the approved law contains several new important updates.

First of all, it is the liquidation of tax militia. “However, currently it is difficult to forecast, how exactly this novelty will influence business in Ukraine, as the functions, personnel, responsibilities of employees of a new fiscal division will be stipulated by the separate law, which is still not approved. Nevertheless, the taxpayers hope that the relationships with financial police will be purer and simpler than with its predecessors”, Inna Rudnyk states.

The second thing is the improvement of electronic exchange of information with tax authorities. The document stipulates the introduction of a full electronic cabinet of the taxpayer, public registers (register of statements for VAT budgetary refund and temporary register of claims on the amount of budgetary refund).

“This law realizes the intention to convert relationships with fiscal authorities as much as practicable into digital space, which was needed long ago, because it not only minimizes temporary expenses of both parties of these legal relationships, but also contributes to generalization of information and simplification of access to it”, Inna Rudnyk said.

The document also stipulates the introduction of automated monitoring of compliance of tax invoices/calculations of correction with the criteria of evaluation of risks, sufficient for stopping registration of such tax invoices/calculation of the correction in the Unified Register of Tax Invoices. That is, the registration of tax invoice can be stopped before adoption of the relevant decision by authorized body.

“The criteria of evaluation of risks, sufficient for stopping registration of tax invoice/calculation of correction, will be determined by the central body of executive power, which ensures and realizes the public financial policy. That is, as with financial police, it is still difficult to forecast influence of this norm on taxpayers, as the full implementation of this regulation is possible only after adoption of several bylaws and regulatory acts”, the expert notes.

According to her, in any case, the same initiative is being negatively perceived, as there are fears regarding possible abuse on the part of officials during the enforcement of this right and absence of real possibility to lift such stoppage and continue the registration.
