Ministry of Revenues shares plans to protect excised goods
Experts at the Ministry of Revenues estimate about 10% of alcohol and tobacco products today to fall under excise stamps manipulation schemes. The most common schemes are stamp forgery and inconsistence between the stamp and the value and type of goods, the Minister of revenue and duties Oleksandr Klymenko tells.
The minister also stressed that the introduction of new excise stamps should significantly complicate these manipulations.
Mentioned stamps are fundamentally different from the current design, with additional levels of protection. Stamps feature complex graphical security element, marking AB (alcoholic beverages) and WP (wine products), as well as different color identification. Products of Ukrainian make will bear the producer’s regional code. Stamps for tobacco products will contain a marking WF (with filter) and W/OF (without filter).
According to the Minister, introducing new excise stamps will reduce the «shadow sector» of excisable goods by 7-10% and bring additional revenues to the state budget.
