For the last several years, Ukraine implemented many significant reforms, in particular, in the financial and energy sector; however, the unreformed judicial system impedes the coming of investors to our country, Head of EU delegation to Ukraine Hugues Mingarelli considers, UBR reports.
“The lack of supremacy of law is the main reason, why investors keep from coming to Ukraine”, he told at the annual conference of the investment company Dragon Capital in Kyiv on Thursday.
Hugues Mingarelli emphasized that the judicial reform should significantly advance, and the composition of judges should significantly change.
He noted that the new anti-corruption courts should be created, and the international inspectors should be involved in selection of judges.
The Head of EU Delegation added that the updated judicial system should ensure the resource base.
He also expressed concern about the situation around the National Anti-Corruption Bureau of Ukraine (NABU).
Hugues Mingarelli expressed hope that the upcoming audit of the bureau’s performance should be aimed at defining weaknesses in its functioning, but will not replace the NABU management, “which coped with its obligations well until now”.
Hugues Mingarelli also encouraged continuing the reform of prosecution office.
“We still do not see positive signs, which we expected”, he stated.
The Head of EU Delegation also emphasized the necessity of creation of the new Supreme Court and High Court of Justice.
