The Verkhovna Rada permitted to reorganize healthcare institutions into communal and state-owned nonprofit enterprises.
280 deputies voted for the relevant draft law №2309а-д “On Introduction of Amendments to Some Regulatory Acts of Ukraine regarding the Improvement of Healthcare Legislation”, the Economic Truth reports.
According to the explanatory note to the document, the aim of the draft law was “the complex reforming of the healthcare system of Ukraine for creation of the network of public and communal healthcare institutions with the sufficient level of independence for provision of effective and timely medical services to the public”.
The law establishes several incentives, including financial, for such reorganization of healthcare institutions; the specifics of conclusion of labor contracts with their managers are regulated and the sources of funding of the provision of medical aid to medical institutions are specified.
According to the Chairperson of the Healthcare Committee and the coauthor of the draft law Olga Bogomolets, the new form of the law will give impetus for implementation of more effective forms of business in the healthcare system of Ukraine.
“The law will provide healthcare institutions with the financial and management autonomy for ensuring effective use of financial, material-technical and human resources”, she noted, providing the document in the parliament.
