The government supports the implementation of RAB regulation for electrical energy distribution, aimed at the modernization of regional energy distribution company and the attraction of investments in development of electrical networks, the press office of the Cabinet of Ministers reports.
“NEURC (National Energy and Utilities Regulatory Commission) did not conduct any consultations with the government on this matter; that is why the Cabinet of Ministers insists that the norm base, developed by the regulator for setting RAB-rates, was discussed with the officials and community”, according to the message.
According to the message, it is noted that NEURC has the right to independently carry out state regulation in energy and utility services; however, all the innovations should be previously discussed with the officials, community and the market players.
“The government shares its opinion about the necessity of modernization of the regional energy distribution company and the attraction of investments in development of electrical networks. However, it will under no circumstances should be done at the expense of Ukrainians by increasing electricity rates. The norm base, developed by NEURC for implementation of the stimulating rate setting, should be examined and, if required, finalized”, the government said.
