Authority entered into an agreement with Softline IT-services on site modernization

Economic and Financial Department of the Cabinet of Ministers of Ukraine on November 25 signed an agreement with «Softline - IT» on services to modernize the single Web portal of authorities. The cost of the transaction reached 520 thousand UAH. This was reported in the «Journal of Public Procurement», «Our money» informs.

The tender was held by non-competitive procedures «purchase from one participant», as «Softline» developed and introduced a portal into service in 2002, thus copyright and moral rights on the software belong to developer.

Details of custom work are unknown, the program only mentions that it is necessary to work on the «modification of certain functions to the introduction of more advanced services, which involves changing the programming code of web portal and updated versions of the application software». What are the features and services that are meant – they did not specify.

Site should be updated by the end of this year, and financed from the state budget.

«Softline-IT» received orders to modernize the same portal last year (240 thousand UAH) and the year before (330 thousand UAH). 200 thousand UAH were spared on the site support for the last two years. So deals on 1.5 million UAH were signed during three years to serve the web portal.

«Softline-IT» belongs to a Cypriot «UKRN III New World Growth Co. Ltd.», American «SigmaBlazer Investment Group slr» and Yurii Davydov, Anton Marrero, Alisher Ramazanov and Yurii Syvytskyi.

According to the «VDZ» «Softline -IT» company started regularly winning the tenders from September 2011, during the time received orders for 70.13 million UAH.
