Alterations will be entered in two stages
At the meeting held on April 1 the government approved the concept of the reform on local self-government bodies and territorial government authorities in Ukraine, said Vice-Prime Minister for Regional Development, Construction, Housing and Communal services Vladimir Groisman.
One month was sufficient enough to prepare a draft reform and submit it for further consideration by the government. A good deal of groundwork has been done since 2009; the reforms were only lacking political will to be launched.
The core idea of this concept is decentralization, dispersing of powers in the country and essential broadening of authorities to be delegated to the territorial communities. Just at level of communities it is possible to more efficiently render high quality affordable administrative, social and some other services, to form democratic institutions, to meet needs of citizens as regards all spheres of life on a particular territory, to enable the state to reach accord with territorial communities.
