A draft bill has been submitted
The State Migration Service of Ukraine has prepared a draft bill designed to enter essential alterations to Law of Ukraine On Procedure for Exit and Entry of Citizens of Ukraine to Ukraine.
In particular, article 6 of the Law specifies the grounds for making temporarily restrictions to issuing the travel passports for citizens of Ukraine, and those applied to the entry and exit from the territory of Ukraine.
Actually, this article necessitates carrying out a double check by the Migration and Boarder Guard Services in order to confirm there are no grounds for applying the restrictions. In pursuance of the provisions of this article, the citizens were to submit the “certificate of good conduct, “lack of a criminal record” and other documents to the migration service units before.
In proposing to refuse to make checks before releasing a travel passport, the migration service’s reasons are that a thorough obligatory check carried out by a frontier guard that envisages automated monitoring and tracing of personal details in the database can prevent illegal crossings of the national borders of Ukraine.
Conducting any checks before issuing a travel passport, except those aimed to verify personal identity, makes no sense, this only drags the process, causes additional impediments, involves extra time and efforts of law enforcement officers and creates prerequisites for corruption.
The draft bill sets out restrictions to issue of travel passports that can be applied only to exit permits for permanent residence abroad.
As expected, if the bill is passed, the migration service can release a travel passport within 20 days.
Besides the said updates, the bill stipulates the issue of travel passports for young persons aged 16, age limit was 18 before. This innovation is needed by the youth planning to study abroad. As far as the validity term of a child travel document is only three years, this limit causes a nuisance. Moreover, not all states recognize the validity and power of the said document.
