Draft bill №2336а is approved in principle
The draft bill approved by the Verkhovna Rada of Ukraine in principle enters changes to some legislative norms of Ukraine, namely registration of garden cottages and cottages in suburban as residential homes, places of residence, according to the information made available on the VR’s government portal.
The draft bill proposes to determine the procedure for making garden and suburban cottages into residential buildings, to clarify the notion «place of residence of a natural person».
It envisages making relevant changes to the Housing Code, Civil Code and Law On Freedom of Movement and Free Choice of Place of Residence in Ukraine.
Pursuant to the project, «place of residence is the dwelling located on the territory of the administrative-territorial unit where the person constantly or temporarily resides».
The draft bill also proposes to clarify the notion «registration». According to the project, this implies «entering information to the Uniform National Demographic Registry and passport document, what purports indicating the place of residence or place of dwelling with precise addresses».
Final provisions stipulate that «for the moment, before launching a reform on the administrative-territorial structure, country cottages and garden cottages in the suburban areas are registered in those boroughs they relate to, as regards administrative-territorial terms.
Temporary, before launching a reform on the administrative-territorial structure, the dwellers who reside constantly outside the administrative-territorial units but whose houses are situated in the relevant village, borough or town are regarded to be the dwellers of the said above village, borough, town considered to be independent administrative-territorial units».
