The draft law restricts government regulation of social relations
At its meeting held on July 23, 2014, the Cabinet of Ministers of Ukraine adopted the draft law of Ukraine on changes to article 255 of the Code of Ukraine setting out administrative offences to cancel authorities vested in the departments of internal affairs drafting offence reports describing violation of trading related rules, the press-office of the Ministry of Interior reports.
The draft law has been elaborated by the Ministry of Interior embedding an action plan that aims at facilitating the economic growth in 2003-2004 through implementing a nation-wide project. The draft law envisages reduction of regulatory oversight in the sphere of social relations, lessens an impact on legal entities, and boosts free competition in the market.
This enactment allows for cancellation of authorities to record administrative offences stipulated in article 159 (Violation of Trading Rules in the Market) the departments of internal affairs are given.
For this purpose, the law proposes to enter changes to article 255 of the Ukraine’s Code of Administrative Offences having deprived the policemen of the right to draft administrative offences reports. This will allow cutting down a number of checks of businesses, improve conditions boosting entrepreneurship and lessen impact of regulators on commercial activity.
However, the officials authorized by executive committees of municipal, village, and borough councils working out and adopting trading rules reserve the right to record administrative offences pursuant to article 159 of UCAO.
