2.5 times less inspections of city development entities
The new document has just entered into force in accordance with the Resolution of the Cabinet of Ministers of Ukraine № 735 of 2 October 2013, as reported in the message of the State Architectural and Construction Inspection (SACI).
«The new procedure of penalties for violations of city planning allows the Inspection to clearly outline the actions of the participants of construction and inspection officials in detecting crime,» said Chairman of the SACI Oleksandr Rybak.
SACI of Ukraine held a number of meetings on methodological issues of the new document. These activities are carried out in the context of the implementation of directives of the President of Ukraine to reduce pressure on urban development subjects from the regulatory authorities. Over the first 9 months of this year the number of planned inspections of urban development decreased from 8266 in the same period last year to 3324 in 2013, i.e. almost by 2.5 times. In addition, these inspections are conducted only at sites 4-5 category of complexity, and partially 3rd category. At the objects of 1-2 category of complexity, which constitute 78% of all construction projects, planned inspections are not carried out.
Also there is a tendency towards lesser amount of unscheduled inspections, which is a measure of social assessing compliance with town planning legislation. Typically, spot checks are carried out following the complaints of businesses and individuals. The number of such inspections decreased by 8%.
