Finance Ministry Order 866
9 October 2013 Ministry of Finance of Ukraine adopted Order № 866, which introduced a number of changes in accounting at budgetary institutions. This is reported by specialists of «Aleksey Pukha & Partners» law firm.
The documents needed for opening the account budget have been reduced. Now, to open an account, you need to submit to the body of the Treasury the following:
- application for opening an account
- two sample cards with the signature and seal
- list of accounts available to the person indicated in the map
- copy of certificate of inclusion of bank card manager into the Unified Register
An interesting detail concerns an extract from the Unified State Register of legal entities and individuals - entrepreneurs. The list of documents required for opening an account does not include this extract, although according to the procedure for opening accounts the extract is mandatory, so most likely a copy of an extract from the Unified State Register is still needed.
Individual entrepreneurs will also need to provide a certified copy of passport signed by the passport holder and employee of the Treasury.
There have also been changes in the procedure for opening extrabudgetary accounts.
Now to open an account, legal entities and individual entrepreneurs do not need to submit original Extracts from the Unified State Register - a certified copy of an extract state registrar is enough. Also, it is not required to submit copies of documents in support of registration in the bodies of the Ministry of Ukraine of revenues and duties, and individuals-entrepreneurs - a copy of the registration number of taxpayer's registration card.
It is essential to point out that legal entities must submit two copies of the list of accounts that the persons mentioned in the card can manage.
