List of documents
The designation of the country of origin is done in view of imposing taxes on goods cleared through the customs of Ukraine based on the nontariff regulation of external economic activities, with help of bans and restrictions on goods moved across the borders of Ukraine, as well as through the audit trail of such goods what is reflected in the international trade statistics, the Ministry of Revenue and Duties reports.
The designation of origin is done by the governmental body dealing with revenue and duties issues and using original documents, which, in particular, are as follows:
1) certificate of origin;
2) declaration of origin being endorsed;
3) declaration of origin;
4) certificate of regional name.
If the documents of origin show discrepancies in the data about the country of origin, or the revenue authority found out data mismatches in the documents, a customs applicant or authorized person is entitled to submit additional information to prove the data about the country of origin given previously to the revenue authority.
The additional information is the data contained in the consignment notes, packing lists, shipping specifications, certificates of conformity, quality, etc., bills of entry of an exporter, certificates of registration, technical specifications, experts’ conclusions made by the competent bodies, other documents that can serve as evidence of the country of origin.
A list of documents certifying the origin of goods is determined in art. 43 of the Customs Code of Ukraine of 13.03.2012 № 4495- VI, as amended.
