A list of documents

The Ministry of Healthcare of Ukraine gives explanations on procedure for issue of documents to confirm legal border crossing by the luggage containing the humanitarian aid, namely medicines and products intended for medical purposes entering the customs territory of Ukraine, and enumerates the documents that are required.

Pursuant to the current legislation, the administrator of the humanitarian luggage should firstly appeal to the Ukraine’s Ministry of Social Policy.

Irrespective of a type of luggage (humanitarian or commercial), in case of importing the medicines not registered in Ukraine to its customs territory, the luggage administrator should submit a request to the Ministry of Healthcare of Ukraine along with the documents listed below:

1. information about medicines: name, manufacturer, form of issue, dosage, total number of packages, series number, expiry date.

2. copies of documents that confirm registration and permit to use the medicines in the country from which they are imported to Ukraine.

3. copies of quality certificates issued by a vendor, per series, with indicating the expiration date (not less than 6 months since the date of delivery of medicines).

4. instructions on use of medicines with the Ukrainian translation.

5. documents relating to quality control methods that help check quality of a medicine, with the Ukrainian translation.

In case of importing the products intended for medical purposes to the customs territory of Ukraine, which have not been registered in Ukraine, the luggage administrator should appeal to the National Service of Ukraine on Medicinal Products filing the documents listed below:

1. document that confirms arrival of medical equipment and products intended for medical purposes with the view of diminishing adverse effects of natural disasters, accidents, epidemics and epizootics, ecological or techno-genetic catastrophes, other emergency situations.

2. copies of supporting documents (invoice, delivery documents, etc.).

3. copies of documents to verify the quality and safety of medical equipment and products intended for medical purposes.

In case of importing the medicines to the customs territory of Ukraine with drug ingredients, psychotropic substances or precursors not registered in Ukraine, the luggage administrator should appeal to the National Service of Ukraine on Drugs Control.
