On Saturday, April 23, in the Ministry of Education and Science there was the working meeting between Minister of Education and Science Lilia Hrynevych and Minister of Finance Alexander Danyliuk. The purpose of the meeting was the solution of crisis situation with financing the vocational technical education.

The parties have agreed that the existing situation with the vocational technical education after hand-over of its financing to local level requires urgent solution, but has several components – issues of the current financing and necessity of the systemic reform of vocational training educational management.

The ministers of the Ministry of Education and the Ministry of Finance agreed that the vocational technical training should be financed from several sources, in particular, discussed the option for financing from the state budget through the educational subvention for vocational school students seeking general secondary education.

Regarding the professional training, the ministers discussed the model, as per which the responsibility for professional training should be divided between state and regional levels: state subvention should cover the education for critically short professions of the national importance, when in some or other training schools specialists are trained for several regions or the whole Ukraine. Such financing should go through public contract. Meanwhile, the professional training for those professions, which are used for communal facilities, for servicing local infrastructure should be financed through regional contract.

They have also agreed to attract large business to consultations with the purpose of development of models for attracting business to financing the professional training of necessary professions.

Ministers Lilia Hrynevych and Alexander Danyliuk agreed that the Ministry of Education and the Ministry of Finance will jointly develop the draft law “On Professional Training” with the purpose of bringing the approved document before the Verkhovna Rada of Ukraine. The new financing scheme of professional technical education will also require the introduction of amendments to the Budgetary Code. Its implementation will be possible since 2017.

Lilia Hrynevych also emphasized that these are certain necessary steps. In general, the professional education will require the system strategic reforming in terms of management as well as in terms of content.
