Letter from Ministry of Social Policy
Ministry of Social Policy issued a letter stating that the chief accountant or a person (accountant), responsible for accounting, are required to act within their powers.
Thus, a chief accountant or a person responsible for bookkeeping at the company:
- ensures compliance with established common methodological principles of accounting in the enterprise, preparation and submission of financial reporting in a timely manner;
- organizes control over recording of all business transactions;
- is involved preparation of materials related to shortages and compensation of losses from them, theft and damage to the assets of the company;
- monitors condition of accounting in departments, branches or other subdivisions of enterprises.
In turn, the head of the company must create the conditions necessary for proper accounting; ensure strict compliance by all departments, agencies and employees involved in accounting, with lawful requirements of accountant to comply with the procedure of execution and presentation for accounting purposes of primary documents.
Responsibility for untimely drawing up of source documents and records accounting and unreliability of data stated therein lies with the person that prepares and signs those documents (letter from 08.28.2013, the Ministry of Social Policy № 168/06/186-13).
