Commercial and economic convergence with the EU should bring Ukraine maximum benefits, not losses

The Government of Ukraine does not change the strategic course towards European integration, but there should be a sound economic foundation that will allow Ukrainian citizens and businesses with maximum comfort and without losses to adapt to FTA with the EU. This, was stated by the Minister Oleksandr Klymenko during a meeting of the Public Council under the Ministry of revenue and duties of Ukraine, informs the press service of the Ministry.

«Today, with all Ukrainians looking towards Vilnius, I want to re assure the business and society: European integration and increased cooperation with European partners in different areas are priorities of the Ukrainian government. But the result of trade and economic convergence with the EU for Ukraine should be maximum benefit rather than losses. Therefore, the Government will use this forced pause in order to further improve the Ukrainian legislation in line with European principles. We will continue to implement technical regulations and standards of the European Union into our economy to give it competitive advantages», said the Minister.

Continuing systematic work on the implementation of European standards in the tax customs policy, the Ministry of revenue and duties issued a public discussion the establishment and mutual recognition of EU countries institute authorized economic operator (AEO). It is assumed that the goods and means of transport of companies that receive a certificate will go through customs control on a priority basis, and the risk of their products in automated risk analysis system is reduced.

Ministry of Revenues already has drafted amendments to the Customs Code of Ukraine, which according to EU standards clarifies criteria for AEO status and procedures of customs simplifications that can be used by the company with the status.

To provide domestic producers with appropriate advantage in the European market, the Ministry of revenue and duties is taking steps towards the agreements on mutual recognition of national certificates AEO with the EU countries.

As stressed by Minister Klymenko, the Ministry's principled position is that the recognition of AEO certificates between Ukraine and the EU should be bilateral.

Earlier the European Commission proposed the EaP countries to consider the recognition of AEO of EU countries unilaterally. According to experts of the Ministry, it could lead to the displacement of the transport market by foreign domestic carriers will increase cases of illegal movement of goods across the customs border of Ukraine, because Ukrainian Customs will have to reduce the amount of customs control in respect of goods and means of transport carriers in the EU.
