V. Putin signed the law
Vladimir Putin signed the Federal Law «On Amendments to Articles 13 and 24 of the Federal Law «On the basis of state regulation of foreign trade» and Articles 1 and 3 of the Federal Law «On Gas Export», as stated on the website of the government of the Russian Federation.
Federal law was passed by the State Duma on November 22, 2013 and approved by the Federation Council on November 27, 2013.
Thus, the export of liquefied natural gas is permitted to other suppliers, in addition to Gazprom. Previously the gas concern had a monopoly on gas exports. Now, Gazprom has a monopoly just on pipeline supply of fuel, and liquefied gas can be exported by companies with the state share of more than 50% that are engaged in gas production in offshore and within internal sea waters. The right to supply is given to the users of mineral resources in areas of federal importance, whose license as of January 1, 2013 included the right on construction of a plant for production of liquefied gas.
