The State Duma Committee on Economic Policy did not endorse the amendments, which allow imposing food embargo and other sanction measures exclusively in the form of the federal law, approved by the parliament, but not the presidential order, RNS reports.
The draft law was introduced by the deputies from “Just Russia” of the previous convocation Dmitri Gudkov, Valerii Zubkov and Sergei Petrov.
The amendments stipulate the introduction of amendments to the federal law dated December 30, 2006, № 281-ФЗ “On Special Economic Measures”, which stipulated that “the import ban for some food products as well as other application of special economic measures can be introduced only by the federal law”.
The draft law was aimed at bringing the federal legislation into compliance with the Constitution, the authors noted in the explanatory note.
